Comments: Reverse C exhibits a final Medium S mintmark punched above another Medium S mintmark. The lower serif of the first punch can be clearly seen below the final mintmark. Obverse 2 has been polished removing the depth of the letters in the legend and in the date digits. The 9 in the date is open after the die polishing. The top loop of (S)TATES has been nearly removed. This is the only die pairing that I have seen with the S over Low S mintmark reverse.
