Scarcity: A scarce date in grades G through VF and becomes rare in EF or better.  A few Mint State examples are known 
to exist with proof examples being slightly more available.  This date has the lowest mintage of the With Stars 
Obverse type but is available at a higher rate than expected, given the low mintage.
